Can we refuse to go ,after visa ?
Can we get colg fees back if it's not possible to go even after getting visa.
 
You are not obliged to take up a study permit or a course. However each institution has different guidelines for any refunds, usually only if a study visa has been refused, not if someone has decided not to proceed with the course.

You will need to contact your college directly and also check the college website.
