where are you applying from and what VO is procession your Application ? Government is promising to process applications within 12 months .

Aren't they aiming to complete 80% of appplications within 12 months rather than promising to complete them all?

Yes, that is correct. And only for those who applied after December 7, 2016. They are aiming at 80% of all who applied prior to that, by December 31, 2017.
