which University from Afghanistan?

you may check with CES (UNIVERSITY OF TORONTO),
may be they will evaluate!

University of Toronto won't do it either.

And not the national nor provincial assessment bodies either.

I emailed Sydney but they haven't responded in over a month. Please help
