Since you posted under the "Refugees and Asylum" topic, I assume you want to claim asylum as a refugee in Canada. In that case, you have two options:
Option 1. Apply for a Temporary Resident Visa (TRV) and come to Canada as a visitor
http://www.cic.gc.ca/english/information/applications/visa.asp
Note that you will need to demonstrate that you have enough money for your visit to Canada and provide proof that you have strong ties in your home country. This is because IRCC wants to ensure you return home after your visit. Once you have your TRV, you can fly to Canada and claim asylum at a Port of Entry (i.e., the airport). It is
likely that your application for a TRV will be refused, however if you cannot demonstrate this.
Option 2. Apply to register as a refugee with UNHCR
The United Nations High Commissioner for Refugees (UNHCR) is responsible for registering refugees abroad. As you are a citizen of Afghanistan and currently in India, this means that you are outside your home country and can apply to the UNHCR for registration. You can register at one of the UNHCR offices in India:
https://help.unhcr.org/india/applying-for-asylum-india/how-to-apply-for-asylum-in-india/
If UNHCR accepts your asylum claim, then you will be put on a waiting list for resettlement. You do not get to chose the country where you will be resettled meaning that you might not come to Canada. It is also
very likely that you will never be resettled because there are many refugees that are never given the option.
Regardless of whether you proceed with Option 1 or Option 2, you will also need to show that you meet the legal definition of a refugee, which is a person who:
owing to well-founded fear of being persecuted for reasons of race, religion, nationality, membership of a particular social group or political opinion, is outside the country of his nationality and is unable or, owing to such fear, is unwilling to avail himself of the protection of that country; or who, not having a nationality and being outside the country of his former habitual residence as a result of such events, is unable or, owing to such fear, is unwilling to return to it.
This definition includes specific legal issues that you will need to address and support with evidence to show your risk of:
- Persecution
- Membership in a (social) group as grounds for persecution
- Subjective fear
- Lack of state protection; and
- Lack of internal flight alternative
