I am estimating total low CRS points around 350-360. IT experience (Business Analyst/Managerial role)..I have masters’s from US with overall 15 years experience (includes 10 years US experience)

I have gone through the sites of different Provinces ... Ontario needs 400 points and rest Provinces are either closed or IT occupation not in demand list.

. NOCs 2171 (Information systems analysts and consultants) are in NSNP Demand occupation list. I have checked the NSNP site and as per the link Nova Scotia Demand: Express Entry | NSOIcategory B is closed currently.

Also I have checked the minimum points requirement is 67 and unfortunately I am getting 66 points (includes spouse 5 points for IELTS) with no points for "Arranged employment in Nova Scotia" and "Adaptability" . I am 40 years so less points due to age.

Even if category B opens, I don't think any chance with 66 points. Could you please advise if any other province I could check if I am missing something ?

I know this is forum for Canada but please let me know how and where to check any other country open with better chances of migration as myself and my spouse has both given IELTS recently so atleast thinking to put application in queue for if Canada almost zero chance. (Checked Australia already and not meeting points)

Yes CRS includes IELTS.

Break up is :

Education - 23 (Master of Science from US)
English - 16 (I am awaiting IELTS result , listening didnt go well so expecting CLB7)
Work exp - 15 (total 15 years, 11 years IT experience mostly in USA)
Age - 7 (40 years)
Adaptability - 5 (spouse will be giving IELTS soon and confident to get minimum CLB4

Yes that sounds about correct. Your only chance is ielts. Even if you get borderline 6.5 on all four areas you will cross the 67 eligibility. Hope for the best till your results are out. Good luck

As per this link - http://www.cic.gc.ca/english/resources/tools/language/charts.asp IELTS CLB 8 has listening 7.5 and CLB 7 has listening 6, there is no 6.5 level for listening. So not clear how my score could cross 67, if 6.5 in all sections. ?

sorry not all sections, i meant if you get 6.5 in one of the 4, and 6 on the other 3.. your points will cross 67. but you will still need to get a higher score for CRS (atleast a CLB 9 if possible)
