Outland app is the second one and can be used whether the person is in or out of Canada.

Use this one for outland apps: http://www.cic.gc.ca/english/information/applications/fc.asp , and make sure you follow also the "West Europe" country-specific guide in addition to all the standard CIC forms.

It doesn't matter how long he's lived here for, as long as you're going through the "outland" visa office (in your case Vienna), you choose the outland application package.

You can even put your Canadian address on all the forms. We applied outland through the (former) Seoul Korea office while living here in Canada, and we didn't have a Korea address anywhere in the application. Everything was done with our Toronto address only.
 
Hi All. I had to take an unexpected trip back to the UK recently, so am still in the final stages of putting together my application.

I have a question about the financial support part of the sponsorship agreement. It states that there is no requirement for the sponsor to be able to prove that they can support their partner, as long as there are no dependant children involved. In my case there are not - therefore how do I complete that part of the application? Can I simply say N/A?

What specifically are you referring to? The Sponsorship Agreement section in IMM1344? It must be signed by both of you (unless you will be living in Quebec), you cannot put N/A.

Though there is no financial requirement to sponsor a partner, your sponsor is still going to be financially responsible for you for a period of 3 years from when you receive PR.
