Does one become Canadian by birth even if they are born outside Canada to a Canadian citizen parent?

Yes - provided that parent was born in Canada or naturalized before the child was born.

Scylla, i have been reading a lot, and ive seen a few people mention, if i go to the consulate and apply for her certificate of citizenship, i can immediately apply for her temporary passport since she is under 2 years old. Is there any truth to this? I’m in a bit of a panic worrying about how im going to get her into canada by June, when i have heard people waiting on their certificate of citizenship for like a year!

I don't have any personal experience with the temporary passport process. However I believe you can in fact apply for one before you have the certificate of citizenship (not 100% on this).

I did state in my first response to apply for the certificate and passport concurrently. You may be required to show proof of imminent travel for the passport app.
