Yes, decision will be based on the one year experience you submit with your application. You don't have to be employed, you don't even have to be in Canada.

2.I have reference letter from past employers do i need any thing else from them ? Am i suppose to sent original or copy will work
As per document checklist, you will have to submit a copy. But originals might be requested at a later stage.

3.MY PGWP will expire in september 2014..so i will also try to apply for pnp once i am in work force, can i have two applications at a time
Yes

4.I translated my birth certificate, i dont remember i need to attest the translated copy or xerox of original
See >> http://www.cic.gc.ca/english/information/applications/guides/5609ETOC.asp#documents

5. Most important, I am thinking of sending passports for new pcc..in the mean time by god miracle if i get medicals do i need passport to do medical
not sure, sorry

Any thing i need to know about new applications ?

Hope this helps

No, I complete my year end of August. Submitting in September will give me a two weeks
buffer as room for miscalculation or whatever :)

Is there any quota for CEC every year. Now they change the rules so I guess you will see
More applications

According to this page [ http://www.cicnews.com/2012/11/canada-announces-immigration-levels-year-111990.html ]
there's a 10k quota. But I don't know if that's accurate.
I could not find any information on CIC website.

Maybe someone else knows?

They set target amounts, but there isn't a specific quota. Sometimes they exceed the target amount for a certain class, and sometimes they process under the target. It's the same for overall Permanent Residence - there's no predefined quota, but there are overall targets which are never exactly met.

The targets are both based on policy as well as staffing for the CIC offices and their ability to successfully process the target number of applicants.

The current target for the CEC class is 10,000 for 2013. The target for the CEC class was 7,000 in 2012 but they actually issued 9,353 visas. There's a good chance, given the CEC growth, that the target could be exceeded this year again.

Thanks for your input!! That's good to know that those numbers are only targets, not quotas.
