I am seeking some advice. I am considering applying for visitor visa for my younger brother (26) but nervous his application would get rejected. He lives in Pakistan with my parents who are at the final stages of their PGP application. He graduated medical school and is in the process to write exams for US (USMLE Step 1). I know it already sounds weak in terms satisfying the agent that he will return back to Pakistan.
My brother has a valid US visa and he was in US last summer for internship in a teaching hospital. He plans on getting another internship in US for summer 2026 so my thinking was that we can apply for visitor visa and say that it would be great if he can come visit us in Canada while he is in North America. He has no visa rejections. For ties to home country I was thinking of mentioning the following but wasn't sure of the consequences:

- Our parents would likely have moved to Canada by summer 2026. It will be significantly harder and more expensive for a family of 6 (including my parents) to go see my brother after his internship in US ends.
- Since my parents are old, my brother manages my dad's businesses and day-to-day around the house including tenants and will have more responsibilities once my parents move to Canada. We can make temporary arrangements while he'll be in US and we would be able to manage a couple of week of him staying with us. But long term, he'll be needed in Pakistan for the mentioned responsibilities.
- He is on a path to find placement in US and has no intentions of not leaving Canada and jeopardize his profile for US. A ding like "not leaving Canada" would be horrible for his profile. Plus based on his degree and status with exams, he has no future in Canada in terms of being successful in the medical field as things stand. So in a way I want to say that he won't gain anything at all by not leaving.
- My brother is used to living with our parents and soon they'll move to Canada so my brother would love to see them if he is already in North America. But I think that can suggest he would not want to go back to Pakistan.
- Odd one but the Football World Cup is around the time he'll be in US and that it would be a great opportunity to watch a game together (assuming the agents are not aware of how unlikely is it to get tickets).
