Advanced intermediate knowledge of French can submit mon projet any time till March 31, 2016 is applicable for investors and entrepreneurs and no one else.

Where did you get this from ?

your application is not subject to these rules and you can submit your application at any time until March 31, 2016.
I think these rules refer to the rules in the table on the link, where Permanent workers are included.
