Addition of step mother

My dad married two women, my mother and another woman, and they are his wives at the same time because it is allowed in Islam to marry more than one woman at the same time. Should I add the second lady as a step mother in the part related to relatives of me in the file or not?

Only list his first wife. Canada does not recognize the second woman as his wife since bigamy is not allowed in Canada.
