Adding Spouse application after getting married

Hi frnds,

My application was filed on June month and I got my AOR in july. Now recently I got married and trying to Add my spouse's application to my case. CIC emailed me to provide set of ocuments.
My question is they have mentioned Right of Permanent residence fee (RPRF) as well along with Processing fee. Is this how it works ? I thought RPRF comes in to picture only after getting our PR approved.??

· Processing fee and right of permanent residence fee (RPRF) for your spouse (if accompanying you to Canada at this time)

If they explicitly asked for it, then pay it. In any case, RPRF is refunded, if application is denied or you don't use the immigrant visa for landing.
