Please, experts in the house, I really need clarifications. All am looking for now is 13 point to get to 441 and above. I have an uncle who is a Canadian citizen and he has given his consent to include him in order to get the point.

But the issue I have now is that my partner is the principal applicant I added him to my own section it did not yield any point, can I add him to my wife's section? Note, he is living with his four children and some are above 18 years old.

Please, what are my chances?

There are no points given for uncles - only for siblings (i.e. brothers and sisters).
 
If I should add his children to my own section is the point going to count? Or where is the best place to add it.

No - it won't count. They aren't your siblings. They are your cousins.

You or your wife need to have a brother or sister in Canada to get the 15 points.
