Activation of COPR after travelling to US by road.

Guys - I have a US Visa and planning to travel to Buffalo and come back to activate my COPR.

I heard that Rainbow bridge has a limit to number of applications. If someone actually coming from US, do they process their applications all the time or their applications also comes under the defined limit?
