The embassy's website says for online application:

Study Permit 4 to 6 weeks

Then below on same page:

Study permit applications require a fully completed and printed IMM 1294 with a barcode validation.

By mail: 4 weeks**
In person: 4 weeks**

** Please note that 20 working days will be added to the processing of Study Permit applications from citizens or residents of the following countries: Afghanistan, Algeria, Bangladesh, Egypt, Iran, Iraq, Jordan, Lebanon, Libya, Morocco, Pakistan, Palestine, Saudi Arabia, Somalia, Sudan, Syria, Tunisia, and Yemen.

So how is it calculated exactly? When do we start contacting CIC if we didn't get a status update? After 6 weeks? 10 weeks?

Very frustrated...

The processing time for online application is given for those applications which were sent inside canada. There is no timeline written about online application other than canada. You can contact CIC after passing your country's normal timeline.

they don't specify whether it's from inside or outside canada.

This timeline is given for your country only. SO you have to calculate your timeline by this site. But do count only working days.
