abt Visa fee

Friends,
Please someone help me to solve following problem.
I applied to Canada as a skilled worker in 2011. Today my agent has told me my bank draft is expired and he send back it to me and he advised me to pay that visa fee trough online. But I didn't receive any file number ( I don't know whether he knows the file number). Any person please tell me is this happening or not?

Which category you have sent application?
as if you have sent in 2011 and no fee encashed your application must be returned
now you can not pay fee
is this initial fee or fee after medical?
