about university domestic fee

Hi, I'm currently applying for Permanent Residence in Canada and I've got the first stage approval.
So, When I pay for university, do I need to pay domestic fees or international student fees?
Can I apply for admission scholarships which are said to be eligible only for ''Domestic students''?

Until you have landed as a PR you will be subject to international fees.

what if the application deadline is Nov, and I probably can get the PR before new school year start?...
