Hello! I'm a Jamaican college student and I was planning on applying for the fall semester(Sept 2020) at a university in British Columbia in October. My issue is that the age of majority is 19 and I won't be 18 until June of next year, meaning I would technically still be a minor in BC. I'd be migrating with a friend of mine that's 19, but a custodian has to be a Canadian citizen or a permanent. So would my application be rejected if I don't have an appointed custodian?

Yes - your application will be refused. You need an appointed custodian. If you don't know anyone in Canada, there are companies you can pay who offer these services.

Would I have to live with the custodian? Does the custodian have to be in the same region as me? Or does it just have to be a Canadian resident that my parent has appointed?
