About PGWP and entry visa

Hi, I am an international student who've just graduated from a master program and received a three years' open work permit (which was issued last Friday). I am still in search of jobs now. Can I ask if I am eligible for aTRV (i.e. entry visa) even through I am unemployed right now?

I just received an email from the Canadian embassy in detroit. Hopefully it could help other in the similar situation:



YES, you may apply and obtain a TRV without the job offer. However, the validity of your TRV would be short.

For a longer term TRV, you should be gainfully employed.
