1. If your visa for Korea was for 1 year, then you can use the Seoul office, if not then you select the Isbad office.
2. She has to include a statement that she will return to Canada once you are issued a visa and indications what steps she has taken as to schooling/work/accommodation in Canada.
3. She to prove that once you are in Canada that she will not resort to Welfare to survive.

CIBC is a bank. IELTS is a language test.

I suppose you mean CLB = Canadian Language Benchmarks, not CIBC. If that is the case, you can find the table here: http://www.cic.gc.ca/english/information/applications/guides/5609ETOC.asp#5609E2 under the heading Using your test results

International English Language Testing System (IELTS)

The CEC requirements for the International English Language Testing System (IELTS) are:

NOC CLB Level Test result for each ability
Speaking Listening Reading Writing
0, A 8 6.5 7.5 6.5 6.5
0, A 7 6.0 6.0 6.0 6.0
0, A, B 6 5.5 5.5 5.0 5.5
B 5 5.0 5.0 4.0 5.0
B 4 4.0 4.5 3.5 4.0
