You should retake the exam and aim for 6.5 band overall score with not less 6 band in each section.
Your score is too low.
You need to score at least 5.5 in each of the four categories if you want to attend a college program, at least 6 in each of the four categories if you want to take a bachelor programs - and at least 6.5 in each category for a Masters.
