no you cannot make payment by credit card.....if you did it will only delay your process coz they will reject it............
You Can make payments by credit card even if you live outside canada. The only cards that are permitted are VISA, Master and AMEX.
I am not sure how you can pay via visa electron though. My guess is this is not possible
