A closed work permit is a work permit tied to a specific employer and job. To qualify to apply for a closed work permit, you need a job offer from an employer in Canada and the employer needs to obtain an approved LMIA.

Your employer is the one who must obtain the LMIA (not you). Yes - there are extensive requirements including advertising the job for at least a month in at least three locations approved by the process, paying a $1K fee, completing a detailed application.
