A quick question, this bill will be applicable to everyone or only on new comers. We just completed our three years and are in process of application preparation.

Only new applicants after it is proclaimed/gazetted.
 
No in my opinion it will effect all PR card holders & all who will apply citizenship after this date.

This will affect who applicants from the effective date of the act c 24, it is not bill c24 any more, every one must change the title Bill C24 to Act C24 as the bill is over now to an Act

If you are ready to send your application now, then you are ok to proceed with the 1095 days requirement. The new act hasn't come into effect as of yet. So, do not worry about it but send your application if have all required documents.

Once it is Gazetted it will be called the Citizenship Act 2014.
