Hi everyone,

I have applied for a US student visa and the officer said that my case requires Administrative Processing. Meanwhile, I applied for a Canada study permit. In the 1294 form for the "Have you ever been refused a visa or permit" question should I say No since I haven't been rejected or should I say Yes.

I'd appreciate any help I have no idea what the answer is
 
The question is pretty simple. Have you been refused? Yes or no. A review is not a refusal although one can follow.

Ticket YES, and add narration that Consular Officer refused but put your application under AP. My understanding is AP gives 1 year to provide requested documents without have to reapply, if you fail then you need to reapply.
Thanks, I brought all the documents with me during the interview that 1 year won't apply to my case the AP can even take over 2 years to be finished :(.
