a question about OSAP

Hi ! I'm a sponsored PR, I know I signed a paper that we can't get any government assistance, but I want to go to college to continue my education and I want to apply for OSAP. I was wondering, who know, is the "government assistance" means - welfare or it also means I can't apply for OSAP?

No - this doesn't apply to OSAP. Just welfare / social assistance. OSAP isn't government assistance because it's a loan you take out and that you will be responsible for repaying. Go ahead and apply for OSAP.
