Hi guys,
So a while back, I received my ITA from CIC (this was on November 13). I am almost certain I will go ahead and apply on this ITA, but that is still contingent on one specific thing working out (the POF is giving me a few issues right now).
My question is, if I do go ahead and start the application before the POF is sorted out, can I still cancel it (i.e. not have it submitted and effectively decline my ITA) within this 60 day window, assuming I have not made the payment yet?
Basically, is there any way to cancel an application in progress in the 60 day response period and have it effectively be a declining of the ITA, or am I committed to finishing the application once I start it?

You can reject it anytime prior paying the fees. It has an option to reject.

But just to clarify, I can start the application and then cancel it any time until the payment is made, right? Is the payment the last thing that must be done?

Yes payment is last thing to do.

Post ITA when you log into cic, you will have two option, continue to application or reject ITA. So you can reject it anytime you feel like prior submitting and paying fees.
