Hi, I am in a very complicated situation:
I am a international student in University of Waterloo from China. I just finished my last term in April and finished the last exam on April 18th. But since the official transcript comes out on May 20th, I can only apply the PGWP (Post Graduate Work Permit) after that. So technically I am still a student in Canada since I am not officially graduated. But I finished my school so that I am not an active student either.
My current study permit says it expires on July 16th, 2017, which is a bit weird since it usually expires only 2 or 3 months after graduation. But I went to ask a consultant in my school and she told me that no matter when the expiration date my study permit says it is, my student status expires automatically 90 days after I graduate, which is when I receive my official transcript. Furthermore, my last study permit expired on Mar 30th, and so did my visa as a student. I wasn't planning on going out of and coming back to this country until I get my visa as a worker, which I have to get it after I receive my PGWP, which I have to apply after I graduate. So my visa as a student expired and I do not have a valid one.
But I just heard from my mum that my grandmother was sick, and it was very bad. Now I have to go back to China ASAP, otherwise I may not be able to see her again (hopefully not, just in case).
Then now my problem is: if I go back at this time, I may not be able to come back since I don't have a valid visa. And because I am not an active student, I cannot apply a new one, at least not as a student. But I am not officially graduated either, not to mention that I don't have my work permit, so I cannot apply a visa as as worker yet. Then my only choice is to apply visitor visa, and come back as a visitor, said the consultant. But there is also a problem, which is I won't be able to apply the PGWP as a graduated student since my status will be a "visitor" instead of a "graduated student" after I come back.
I have considered to apply the PGWP after I receive the official transcript from China as well. But the consultant said that even though we can apply for work permit from outside of Canada, the PGWP is conventionally applied within Canada because 1)it requires us to finish school inside Canada, and 2)we have only 90 days to apply it after we finish school. So it is usually assumed to be applied within Canada. She said that she had never seen someone applying it from outside of Canada, so that may cause some problems when I apply, like get rejected or something.

Therefore I am in a very complicated situation now. All the rare cases are together. Does anyone know what and how I should do so that I can go back to see my grandmother as soon as possible, and prevent from being rejected when applying the PGWP?
