A few queries on the new FSW

Hello Folks

I had a few general questions about the new FSW program.

1. When do they start accepting applications
2. Can I apply under FSW from within Canada?
3. How does the cap work (First X no. of applications received or first X no. of eligible applications received) and what happens to application that arrive after the caps have reached
4. How slim is my chances of meeting the cap if I apply around end of August?

A Lil backgrounder on me: Came to Canda on study permit in 2011 finished studies in 2013. currently on post grad open work permit valid till 2016. I meet the fsw to the best of my knowledge. Currently working in NL for the last 4 months. Cant apply for CEC as I dont have 1 year of experience. Cant apply for PNP as the job is not permanent.

2. Yes.
3. First come first serve of eligible applications. Applications received after the cap has been reached are returned unprocessed.
4. Depends on which NOC.

The NOC Category is for Financial Accountant, which I guess fills up pretty quickly

Yes - I think that NOC will fill up quickly. But I have no idea how quickly.
