The LA office sent me a ppr. In the instruction it says

"Please purchase two prepaid, 9" x 12" USPS Express Mail or USPS Priority Mail with Delivery Confirmation envelopes.
Enclose one envelope in the other envelope. Add the passport(s) and documents you wish to send to us. This second envelope will be used to return your passport and any original documents.

My dumb question is that how can I put one envelope into another if they are the same size! And the 9" x 12" one is hard paper envelope (can't be folded).

Fold the second envelop in the middle and insert it in the first one.

If the envelope can't be folded, you may get two different sizes envelopes instead.

Problem solved. The staff at USPS already knew even before I began to ask the question. "just fold the 2nd one. We accept it."
