Hey,
We're waiting for our medicals right now.
We applied through the SINP for permanent residency, once we receive the PR card, can we move to another province? Will it give us trouble when we apply for citizenship?
My dad got a better job offer and we have family over there to help us.
About the landing, my dad doesnt speak English at all right now, will this give us trouble? can I speak for him?

How did your father qualify for SINP without speaking English? Can he speak French instead?
 
He learned for the exams a long time ago and our case was delayed, now he doesnt remember much.
 
Is there any way he can re-learn English before landing? Enough to get by?

I don't know what will happen if he can't speak either one of Canada's official languages during the landing process. Being able to communicate in either English or French is a requirement to qualify as a principle applicant. If the principle applicant cannot communicate in either English or French, I think there's a chance landing could be refused.
 
We are working on that, its going to take some time and I was wondering what will happen if he wont learn enough.

I think there's a chance you might be able to land without a problem.

I also think there's a chance the immigration officer could accuse your father of misrepresentation if he can't speak English well enough to communicate. (Misrepresentation is when you include false information in your immigration application. In your father's case this would be claiming he can speak English when he can't.) If the immigration officer makes a finding of misrepresentation, then landing would be refused and your family would likely be banned from re-entering Canada for 2 years.

Your father should focus all of his attention on re-learning English.
