According to data the Immigration Department provided in response to an order paper question from Kwan this spring, the rate of applications refused after processing ranged from 35% to 41% between 2016 and 2019. Those figures do not include applications that were withdrawn.

In 2020, the rejection rate rose to 57% even though the total number of applications processed — 7,835 — increased by just 11%, which was a smaller jump than the prior year.

The 2021 figures, which only include up to Feb. 28, show the rate of applications refused climbed to 70% of the 4,180 processed in the first two months of this year.

Would assume that faster processing of both asylum cases and H&C eliminates the ability of many to establish ties like they once were able to. Many were waiting 2-3 years for a response for their H&C applications and if you had applied for asylum and appealed you may have waited around 5 years or longer before receiving a response to your H&C claim. During 5+ years most are able to establish significant ties leading to a higher approval rate. One of the reason the government wanted to process H&C applications faster is to prevent people from having the time to establish so many ties to Canada and evaluate cases based on ties established before applying for H&C.
