Hi All,

I did undergrad 7 years ago outside Canada. Medium of instruction was English and I have letter from University regarding this. My question is Can I use it as Proof of language. Thank you.

According to CIC website - http://www.cic.gc.ca/english/information/applications/guides/CIT0002ETOC.asp#language

Proof of completion of secondary or post-secondary education in French or English includes:
A diploma or transcripts from a secondary or post-secondary school indicating the successful completion of a program, in Canada or abroad. or
A diploma or certificate from a secondary or post-secondary school indicating successful graduation, in Canada or abroad.

- citizenshipapplicant - you have a letter? But what about the diploma or transcripts?
 
The best situation for universities that are not in the US, UK, Australia, Canada, etc. is if the language of instruction on the transcript.

Otherwise, include a letter on official letterhead and also provide any additional independent verification of the language of instruction (i.e. the university's website or official policy showing all instruction is in English/French).

Letters in and of themselves are not the best proof, since letters, even on official letterhead, are not that hard to forge.
