I have a friend who arrived in Canada on an SX-1 Student Visa. She arrived on May 26, 2013 and her Visa expires in May 2019.

In her application, her intention was to take a 6 month english course which she is currently attending and is set to be completed in November 2013.

She would like to continue her stay in Canada and study in a course related to business or accounting.

My questions are:
1) If she has an SX-1 Student Visa which expires over 5 years from now, does she need to apply for a study permit to study at a local institution such as Seneca or Humber? Or can she just apply to one of those schools and use the permit she currently has.

2) The average cost of an international program is approximately $12,000 per year. Are there any other programs she could take that would cost less? (Even if it's only 6 months in duration or at another institution)

3) Many resources say she must submit her application outside of Canada, does this mean that she must leave? or is it she can send the applicatoin in Mexico and only have to go there if she is asked for an interview.
