•Administrative officers (NOC 1221)
•Administrative assistants (NOC 1241)
•Accounting technicians and bookkeepers (NOC 1311)
•Retail sales supervisors (NOC 6211)
are these people are eligible for appoly uder new express entry.

From what I have seen, NOC codes are playing least role in EE. There is no mention of NoC codes so far for points or any such.
If you get a job, you get the ITA. Or you have higher chances. Simple as that..

these exclusions under the CEC program will expire at the end of the year. There are no "official" exclusions under express entry. However, CIC will only invite those that meet certain criteria, not all of which are necessarily transparent.

Under EE you could apply only through FWS, FTW, CEC. As for FSW they WILL have a list of occupations. If you go from here http://www.cic.gc.ca/english/express-entry/criteria-crs.asp

The 6 noc codes are eligible under CEC or FSW as long as you are able to get an invite(ITA). Basically every NOC in Skill level 0, A and B are eligible.

Here's the new policy update:

Ministerial Instructions 15 (MI15): Instructions for Managing Certain Permanent Resident Applications in the Economic Class

Effective January 1, 2015, the fifteenth set of Ministerial Instructions (MI15) will repeal all processing eligibility criteria (including the application caps and eligible occupation lists) for new applications in the Federal Skilled Worker Class, Federal Skilled Trades Class and the Canadian Experience Class. This repeal will not affect the actual processing of applications received prior to January 1, 2015, and considered under MI12. From January 1 onwards application intake will be governed by the criteria for the new Express Entry application management system.

MI15 will renew the pauses on the receipt of new applications for the Federal Immigrant Investor Class and the Federal Entrepreneur Class. These pauses will remain in effect until further notice.

The "eligible occupations list" for FSW will disappear with express entry.

No, it will not. It could be different, however.

And please read carefully : there will be draws not only for some occupations but also for only some programs (FEW or CEC or FST)

You will need to write IELTS again and get a min of 6 in each.
With current score, you will not get ITA.
Most likely, your profile will not go through in EoI when you try to update it.
Because, you are expected to upload IELTS & ECA results when creating EoI profile.

Try getting the min score needed as you already have 2 years of CA exp.

My NOC is 1221, hope we can get job offers when EE begins, previous FSW programs have not been favourable to us.
