Just checked CIC website to find that the CAP of 5000 complete applications has been reached as of Today. I sent my application on Jan 27th, 2014 and received by CPC-M on Jan 28th morning. My credit card was not charged... ( may not be charged at all I believe)

Better luck next time / next year. Hopefully they don't make lot of last minute changes in the rules....
Are they informing the refusal/return ( of course - in my case it is Return of application) by Mail or Email?
