50 days passed after DM but not dispath passport yet

Dear seniors,
I have got a serious problem.my problem is my application status was changed into DM 50 days ago but pp is not dispathed yet.so i made a inquiry to CIC the day before yesterday.Today i got a reply from CIC.the reply is 'your application is waiting review by the visa officer'.what does this mean?

Dear Friend,

This is due to CIC staffs' laziness. As I think your application is in visa process.Hope before new year you will have good news.
