My father is 70 years old and he is the only one left back home. He has two sons and three daughters and they are all in Canada. He had PRC but it expired due to residency obligation not being completed. Please tell me if it is possible to apply under Humanitarian and Compassionate grounds.

We are really desperate right now he is visiting us on TRV, but now he wants to move to canada as he has disposed off his business back home. We do not need/want anything from Canadian government regarding any benefits, we just want him to be here, he is too old and lonely.
 
If he comes on TRV he will have to leave once it expires. Why don't you sponsor him, it takes about 4 years a lot of people are doing it.
 
Since he was a PR, unless it is official that he is not PR any more, he should apply for a PR travel document to find out. He can list his humane and compassionate reasons in that application. If it is accepted, he can go to Canada and is still a PR. Otherwise, he can apply for a multiple entry visit visa so he can visit you for up to 6 months at a time every year and you can apply to sponsor him for PR again.
