Hello! :)

For an applicant who is over 47 years of age -- it's pretty much impossible to get sufficient amount of CRS points.

And other then a study permit what other option and in what program can a 47 year old have in looking to move to Canada?

...and without a job offer.

- Some PNP programs depending on your occupation and if/where that occupation is in demand
- Start Up Visa if you meet the requirements and can get the support of an incubator
- Self-employment program if you meet the requirements
 
PNP - entrepreneur programs
Inter Company transfer - if employer has offices in Canada and you are eligible
Children - not sure how old your children are but they can study in Canada for post secondary and then several years after they get PR, you may be selected for sponsorship. Again this would be years away, your kids need to get PR, meet LICO for 3 years and then get selected. Sponsorship program may be totally different in 8-10 years.

A study permit is temporary and you still need to qualify for PR after graduating. So you still may not have enough points.
