What if all of the jobs I have had were 36.25hrs/wk.. does that make my experience ineligible for the CEC application?

Your experience is eligible for CEC, but you have to work a few more weeks to get the full-time equivalent. Also, the should be skilled - NOC O, A or B.

Your jobs would be considered "part-time" by CIC; but that's OK, part-time work still counts. You would have to calculate the "full-time equivalent" of your part-time work. That is, you would have to work a minimum of 12 months AND 1950 hours (or 24 months AND 3900 hours). As SenoritaBella noted, that means you'll have to work a little longer than 1 year to qualify - actually, 1 extra week (53 weeks would be the full-time equivalent of 1 year).
