I am a Canadian Citizen. I have a good friend of mine who his wife and kids are also Canadian. He however, has not been accepted, he has been waiting for over three years with absolutely no reason as to why.

A bit about him, he had a business in Venezuela, his child had Leukemia and they had to bring him to Canada for threapy, even during his child's therapy he was only allowed to come as a visitor. Now he is in Canada as the visa they gave him allows him to stay longer.

He is married with 3 kids living under his mother in laws home, he needs to work and support but he cant because for some reason the government has not given him his pr or even a response as to why his application has been taking so long.

His option is to keep waiting or cancel it and apply from Canada since he is here.

What recommendations do you guys give for our friend?

I recommend you tell your friend to post the full details here himself, as there is quite a bit missing from that story.
 
Agree that you need more information. The mother also could work. There is perhaps a concern that the family can't support themselves without government support. Can imagine most Venezuelan businesses/people have been left with nothing given the economic crisis. Also could be due to medical costs if they sought treatment and there was a wait period before you have access to health care. Just a few thoughts but definitely need more information.
 
Has your friend ordered his case notes (GCMS notes) to see the reason for the delay to his application? Without the detailed case notes, unlikely we can be of any help. There may be a real reason (e.g. background checks) why his application is being held up. If something like that is the cause of the delay, reapplying won't fix it. He'll just end up waiting longer.
