In my thinking, you were asked for the source of income as the VO would get suspicious that from where had you arranged this much money in such short period of time. Your initial bank statement was also enough as you require bank statement equal or more than 1st year tuition fee + 13000 CAD.

on 21 june i received the refusal, On 23 june i applied again and on 25 june file transfered for processing.

But if VO thinks in this way then why would he give the reason that funds are not enough. He would have give other reason that he has doubt on my asset or financial statement as there are many other reasons relevant to it.

Actually my father transfered this amount from his account. And i have applied again. Two weeks have passed. I am waiting for the reply in third week

If your father has transferred this money to your account then you should also attached your father's bank statement showing the transfer entry to satisfy VO. More you also need to show your father's source of income. And if this money is in your father's account from past several several months then its ok other show strong proof from where your father got this amount...

When were the funds transferred in your account? How many days before submission of application?
