Is the 2023 PGP sponsorship lottery will be the same? they will raffle for the all submissions remaining from the last 2 to 3 years? no need to submit just like last year 2022.

IRCC will send invites from the pool of the year 2020. They are not going to open new lines to submit the Intrest to sponsor.
