Below changes have either been announced by the Government of Canada, or are currently proposed or under consideration. They have not yet been implemented.

1. Changes to CRS ranking system: IRCC has committed to increasing the number of French-speaking immigrants in the economic stream. To do that, it’s considering providing bonus points to French-speaking candidates who intend to settle outside Québec. It is also considering providing higher levels of points to French-speaking candidates who also have a strong English proficiency.

2. The definition of a dependent child will be restored to under 22 years of age

3. Create a federal pathway to permanent residence for semi-skilled workers
 
1) "It is also considering providing higher levels of points to French-speaking candidates who also have a strong English proficiency." You already get more points for speaking 2 languages.
2) Already happened.
3) "Create a federal pathway to permanent residence for semi-skilled workers" What does that even mean?

No, I did not

At the CBIE conference, Mr. McCallum said further Express Entry changes are coming in 2017 that would grant points to candidates with siblings in Canada and to Francophones.

Responding to questions after his speech, Mr. McCallum acknowledged that more work needs to be done to improve the Express Entry application process. The goal is to reduce wait times and technical kinks, Mr. McCallum said. “I know we have a lot of work to do to make our system more efficient and more welcoming.”

Go research all the substantial changes and points change to express entry on Nov 19th. There's now no 600 points for lmias, the child age is 22 and students get extra points. There are unlikely to be anymore changes until very late 2017.

Agreed - unless a new notification is rolled out officially by IRCC.
