Are any changes expected for 2016? Quotas reset, etc.?

Would there be any benefit to waiting ~3 days, or should we just submit our profiles right away?

You can and should create an Express Entry profile. There are no costs associated with the task of creating a profile. If your points are over 460, you will only miss out on any ITA if a draw happens this week, by delaying your profile creation.

What kind of policy or process changes will impact your profile creation? Unless they are going to scrap the whole system, the likelihood of which is minimal, your EE profile will remain the same irrespective of policy changes.

I don't think there is going to be any changes in EE for the new year. Some PNP quotas will reopen and they will start accepting letter of intents/interests, and I don't see any reasons why you would want to delay by 3 days.

There is no benefit AFAIK in waiting for the new year. IMO, you should just go ahead and create your profile.

No changes announced yet. Irrespective of any quota change announcements, you will still fall under 2016 quota. Quota is generally based on number of visas issued. You submitting your application on Dec or Jan does not matter as your visa will be issued in 2016 quota (or even 2017 quota, if your file is processed slower and there are a lot of applicants still waiting for visa from 2015) .

Even if there are announcements the changes will only be applicable after the actual announcement is made. So you submitting docs after 3 days won't really make any difference.
 
Create your profile now. in 2016 if you think there is something for which you need your profile created in 2016 then re-create EE profile by deleting current one. This is simple ;D ;D ;D

Well, it turns out a lot of offices are closed this time of year in my country. For example, my company's payroll department and probably some government offices (birth certificate). Unfortunately, my country's language is not English so there's also an extra delay to get certified translations.

In my particular case, perhaps it's best to wait a bit so that I don't risk running out of the 45 days they give us to send all the documentation.

That said... On January 7th I will be 1 year older and will therefore lose 5 points. That will leave me right at the 400 point limit. I hope that doesn't hurt my chances too much!
