Yes it is possible to get a visa after two rejections. I know 2 rejections can be discouraging but if you explore this forum you will find people who have got visas in their 3rd attempt.

Its SOP plus also the fact that two different VOs can you give you different reasons for rejection, therefore, it also depends on how the VO is judging your profile.
