2 or 4 photos for PR application?

I have read contradicting application forms... one requesting 2 photos per person and the other 4. We took 2, but now saw the page for the US where it says 4 again... anybody have any guidance on this issue?

As per the US country specific guide, 4 photos are required. Where have you seen 2?

I honestly sent in the whole sheet worth of photos. I think they printed 6 or 8 at once. I just figured to air on the side of caution in case one got damaged somehow. 4 should be enough though.
