According to CEC the operational manual (see link below): "An applicant may have more than one application in process, but only one application can be finalized with visa issuance. Any additional applications must be finalized as withdrawn or refused."

Does this mean that we can submit several CEC applications? Or does it apply only with different PR category applications?

Please provide your thoughts on this subject.

Why would you want multiple CEC applications?

If first is close to rejection then atleast your second one don't have to wait long. Can you call cic call centre on it

Fear of rejection (which may come after 8 months of application) but a tiny bit of hope at the back of the mind that it may go through.
 
Well... I wouldn't be putting in another CEC application and paying for processing in case the 1st one is rejected - without categorically knowing why the 1st one was refused!

Insufficient documents or not 12 month exp in my case

It's quite ambiguous but my initial reaction was the line before it
If an applicant requests a change in immigration category at any time, a new application and new fee must be submitted.

This suggests that it's only for different PR categories, which I've seen a few times on FSW and CEC apps in at the same time

Second that. I don't think you're meant to submit multiple CEC applications.

If you don't have 12 months experience you have no hope. You should e-mail CIC to withdraw your application, along with the reason, and submit a new application as soon as practical.

U r right. But I already waited 10 months so 15 more days is ok. I applied 10 days before year from convocation. Calculated every thing from PGWP.

I have three applications in process right now. My rejected PR application has been reopened . And I had applied for another CEC application and also I have my sponsorship application in process.

But For the second CEC application I havent received the AOR yet and I think they are kind of taking their time and will most likely close my second application.

But the two applications spousal and cec and running parallel .

I am also thinking of sending my 2nd application soon. I am on 10 month and 4 days time line...They should be deciding some thing soon for me. So if I send application on 10th, I can recieve AOR by 20th October..and if i get MR before that I can always cancel my application.
