If you are not sure about the rule "Not being absent from Ontario for more than 30 days with in the first 183 days immediately after establishing residency in Ontario".

If you are not sure about this commitment, should you apply for OHIP or not.

Given that all required documents and proofs are available.

So you have just landed in Canada but you are not sure if you are planning on leaving for 30 days or more in your first 6 months? I think you should contact OHIP and ask them or if you do apply for OHIP and must leave for 30 days before your 5 months are up, you can contact them and let them know. You might then lose your OHIP again and have to do the 3 months waiting time again.

As far as I know, it's only Ontario that requires staying for at least 5 months in the first 6. Other provinces just have 6 months out of every 12.
