10 Days Passport Return

Hi,

I am supposed to have my passport back, it has been 24 working days since I have applied and I have hit a wall trying to figure out where my passport went. The embassy cannot help me at all, they do not have a line I can call and I do not get an answer to my emails. The courier company has no info on my passport and no trace whatsoever of it. At this point I don't even know if I can start school on Jan 4th, 2013. I also don't have an answer to whether or not I am getting a student permit either.

Has this happened to anyone else?

Difficult to comment without knowing which visa office (processing times vary).

I generally thought that passports are returned 10 days after submitting the paperwork (according to the web site), I wasn't looking for a decision on their part so soon, but I got really worried because who knows what could have happened to my passport en route..
I applied in Bucharest.
